Cyber Emergency Center ― What we do

The Cyber Emergency Center is available 24 hours a day, 365 days a year, accepting requests from organizations that have suffered―or suspect―security breaches. Much like a hospital emergency room, it operates under a full emergency-ready system. The team is composed of elite security professionals specializing in incident handling, network and computer forensics, malware analysis, and dark web monitoring. As one of LAC's most specialized groups, they also provide rapid and expert investigation and response to large-scale security incidents such as ransomware attacks.

History of the Cyber Emergency Center

As companies and organizations increasingly rely on the Internet and networked systems to carry out their operations, cyberattacks and resulting damages have grown rapidly. Since its founding, LAC has conducted vulnerability research and analyzed attack techniques to address the question: "How can we prevent cyberattacks?" However, as threats have become more advanced and sophisticated, it became clear that defense alone has limits. This realization led us to a new mission: "minimizing the damage when incidents occur."

In response, LAC established the Cyber Emergency Center, a dedicated team that supports companies and institutions affected by cyberattacks. Its flagship emergency response service is "Cyber 119®."

When an incident occurs, Cyber 119 offers immediate and professional response:

  • Public relations and external communication support for high-impact cases

The ultimate mission of Cyber 119 is clear: to minimize business damage. For industries such as platforms and media, loss of trust due to a cyberattack can threaten corporate survival. The Cyber Emergency Center quickly investigates the affected systems, applies temporary containment, and identifies the root cause―all while enabling business continuity where possible. Permanent countermeasures are then implemented, allowing organizations to safely resume normal operations.

Proven Experience and Recognition

The Cyber Emergency Center has already handled over 5,000 cyber incidents, earning strong recognition from regulatory authorities, financial institutions, and security organizations. With LAC's involvement, incident response moves forward faster and more effectively.

Track Record and Knowledge Sharing

Our history dates back to the early 2000s:

  • In 2000, LAC supported virus infection response and data leakage cases.
  • In 2005, we launched the "Personal Information 119" service.
  • In 2009, we formally established the Cyber Emergency Center, making it one of the longest-standing incident response services in Japan.

Since 2011, the Center has responded to over 5,050 incidents, including numerous high-profile cyberattacks reported in the media.

The knowledge gained from Cyber 119―such as command-and-control server information, malware characteristics, and types of stolen data―is also used by JSOC, Japan's largest security monitoring center operated by LAC. Malicious URL data is shared with other security vendors and widely published through services such as LAC Security Insight, helping to strengthen Japan's overall cyber defense.
